The course is held at the Folke Bernadotte Academy’s campus at Sando in the municipality of Kramfors, about 450 kilometers north of Stockholm and about 80 kilometers northwest of Sundsvall.
Over the past decade Security Sector Reform (SSR) has emerged as one of the key areas in which to assist post-conflict and fragile states. A security sector with focus on human security is critical in promoting sustainable peace, rule of law and good governance and thus preventing countries from entering, or relapsing, into conflict.
During this week long course, participants will acquire an understanding of the concept of SSR and how the approach has evolved. The basic principles of SSR will be explored, as well as methods on how to build broad SSR missions in statebuilding processes. Academic lecturers and experienced practitioners will provide theoretical skills and practical case studies to illustrate the comprehensive process of SSR. Several key technical areas and specific program approaches will be explored, recognizing the holistic approach needed in SSR. The challenges and opportunities arising in post-conflict situations will be analysed, bearing in mind the importance of both sustainability and political ownership.
Learning objectives
- Understand the background and definitions of SSR
- Understand the different sectors which form part of a holistic understanding of SSR
- Develop an integrated approach, by exploring and using the guiding principles and concepts of SSR
- Capacity to analyse the specific challenges and opportunities of post-conflict settings bearing in mind the importance of sustainability
- Have knowledge about international and regional policy frameworks
- Be familiar with available tools and methods designed for SSR interventions and assessments.
Target group
This course targets a wide range of professionals in positions in government, international, regional or civil society organisations. Participants will be selected by means of professional background and personal motivation in order to create a dynamic and interactive group learning environment.
Course/Activity fee
The course fee is SEK 10 000, including VAT 25% (approx. EUR 1150). The fee covers full board and accommodation. Costs for travel will be at the expense of the participant. Participants are expected to arrive in Sando on Sunday the 8th as the course will begin Sunday evening.
